Paulo Oliveira

Non-Executive Director

Paulo Sérgio Silva Oliveira is a prominent executive and entrepreneur in Mozambique. He currently serves as a Non-Executive Director at Access Bank Mozambique, sits on the Board of Directors of Intelec Holdings, and chairs the Salimo Abdula Foundation. 

He has solid experience in the food distribution, hospitality, automotive, and investment sectors, having achieved significant progress throughout his career. He is the founder and Executive Director of restaurant groups in Portugal and African countries such as Mozambique and Guinea-Bissau. In addition, he is Chairman of the Board of Directors of the Salvador Caetano Group in Mozambique and a member of the Board of Directors of the Cine Group. 

Paulo is actively involved in several business associations, including serving as Vice-Chairman of CTA – Confederation of Economic Associations of Mozambique, CECPLP and the Association of Automobile Importers of Mozambique. He is currently a member of the Mozambique–Portugal and Mozambique–United States Chambers of Commerce. 

He holds a degree in Management and Marketing and a postgraduate degree in Business Management from the Catholic University. In addition to his professional achievements, he is also a motorsports driver, having represented Mozambique in the prestigious Dakar Rally. He has been a Non-Executive Director of Access Bank Mozambique since 2025.
 

Chiwetalu Obikwelu is the Managing Director of Access Bank Mozambique. A seasoned banking executive with over 20 years of experience, his career is distinguished by expertise in business development, relationship management and credit structuring, holding senior positions in prominent African banks. In Mozambique, he has driven strategic growth and elevated Access Bank’s brand visibility within the local market. Previously, he was responsible for the creation and development of the Corporate Banking division at Access Bank South Africa. In Nigeria, he led the Oil & Gas Services sector for Access Bank and, at Diamond Bank, managed relationships in the Energy and Manufacturing sectors, with a focus on structured finance and financial advisory. 


Holding a degree in Estate Management from the University of Lagos, Nigeria, Chiwetalu Obikwelu also holds a Master’s in Business Administration from Bangor University in the United Kingdom. He has participated in prestigious executive programmes, including ‘Leading Global Businesses’ at Harvard Business School and the leadership programme at MIT Sloan. He is a certified member of the Chartered Banker Institute, UK, and a Fellow of the Chartered Institute of Bankers of Nigeria. The solid academic foundation complements his leadership and strategic execution skills in the African banking sector, enabling him to drive growth and innovation across the markets in which he operates.
